Let's create the Atomic Law of Polite Society.

1. Particles only move within their social station.
2. A particle may only fall from its social station by losing energy and embarassing itself.
3. A particle may only move up to another social station by consuming another particle and distinguishing itself.
4. A particle may not consume a peer. (Though, if clever, it might consume a superior.)

So far, you have created an infinite void, and put in place a standard movement of time. (Which you watch on fast-forward from your immaterial consciousness pad, because you're awesome like that.)
A big bang occurred, thanks to yours truly, and you put in place the following physical laws:

1- The earliest moments following the big bang were governed solely by the Law of Predator and Prey. Particles on Planck-scale consumed other particles, and grew in mass to near-atomic levels with highly dynamic movement.
2-The Atomic Law of Polite Society has made your particles even more interesting to watch. They now orbit each other for short periods, interacting slightly, and though their movement is increased, their rate of growth is slowed.

Implement Universal Law of Pervasity:
The confusion inherent in any system must always increase to a maximum.

Their delicate dances are reduced to a massive of comedy errors, as they interfere with each other's movements. Growth has slowed to a near-standstill!

Designate certain particles as "Stoic". They resist personally increasing in confusion. (In accordance with the Law of Perversity, nearby particles shoulder these increases instead.)

The confusion must increase over an infinite timescale, and for any finite amount of time, confusion may seem to lessen in one or more areas, provided another area experiences a proportional increase in confusion.

Introducing the Stoic particle attribute and the modifications to the Law of Pervasity at once proves an inspired move. Particles now form clusters of varying size, where they tend to orbit around a few Stoic particles, shifting axles every so often. There are still mis-steps, but growth can now continue.

The particles begin to coalesce into atoms under these laws, with single stoic particles forming the nuclei.
