There are a lot of logical inconsistencies in that series, but that one doesn't really strike me as one of them. Thinking on it a little further, I imagine everything is so disjointed because there is no real centralization to homogenate everything. Every town is sort of like its own city state, so it would follow that there would be wild varyation in technology and general aesthetic.

Team Galactic is a Terrorist group with a front of being an Energy R&D company (which apparently one of the commanders is going to make the company legit after their Leader was lost in another dimension.)

Think of it like this...
You start the game as a ten-year-old random kid who knows a professor. Going around the competitive circuit, you beat up some minor thugs, then personally meet the CEO of a company who give you free shit and implies that you need to focus on the Team for the game.
You could cast it, if you felt like it, that the apocalyptic efforts of the Teams are to shake up the companies; anything short of that would be insufficient to stop such a far-ranging menace.
I mean, the various companies are happy now: the best place to put a superweapon-beast that controls a basic force is the hands of someone that's going to use it for glorified cockfights and not stir things up.
