You can't remove the arm, its stuck under the blast door.

Cid had fixed the button, and opened the door for us before we arrived.
On the other side of the door, the panel seems to be missing, and the hardware looks too complicated for you to figure out.

It's safe to say it can only be opened and closed from the other side.

Actually, this is totally not true. If a limb is completely severed, your body stops sending blood down that way. Everything closes up and just kinda seeps. Having something taken all the way off is better than a massive wound on a still-attached limb (well, as far as bleeding to death goes).
