On the way, René sees a large ship cross the river, docking somewhere on the other side of the bridge.

The streets aren't empty, but it does seem people are in general staying out of the rain.

This bridge is quite large, big enough for 2 trains easily, and it looks like they're still working on it, building something over the tracks. He doesn't see any sort of dedicated walkway though

Having crossed the bridge, René still needs to decide where he's going to actually start looking.

He's unfamiliar with the town and can't see too far, but he knows the town has docks and warehouses, he can see a Giant Bar at the corner, and there are a variety of stores and offices around him, including a restaurant, a tailor's store, and a bank.

The probability is that we're dealing with a water mage, the to-be-eliminated possibility is that we're dealing with a water elemental.
I propose we try asking around in bars about the weather, shipping, the river, sailing, travel routes, local bounties, the train schedule, what the local industries and specialties are, and what else is nearby. The main goal of asking about all that is to see if we can pick up rumours about either a water mage or a water elemental. Even if we don't find those rumours at least we can hopefully pick up enough detail from asking those questions to make searching easier when we go back to tell Chrys it's not easy and what we've learned. Maybe we'll get lucky and we can pick up a bounty while we're in the neighbourhood.

René stops by the closest bar to get information, in this case, that's the giant bar. There's a smaller door built in to the heavy, 3 story tall doors for smaller patrons. It's pretty empty inside, so he starts by going to the bartender.

She leans over the counter and asks René, "What's yer poison, mage?"

He follows the naga's directions, and just as he wonders how long the walk will be, he comes across a building that's missing a chunk out of the front. The sign says he's found Slim's.

Say she's not your friend; You're just here to find and deliver her to somebody out of town, that's all (and technically the truth.) Don't even know her name, though perhaps the barkeep would be willin' to share that without payment.

Ask the bartender what the water mage did to his wall, since you assume it was her handiwork, and if he'd accept a fix by magical means if it was permanent. If not, ask how much he'd need to get it fixed in a mundane way.

They'll take the threat seriously, hopefully. And that it's not really a real threat, just nature. Well, okay, we need to find an understanding police individual. So ask where the generally most understanding police officer is. They'd have to take her out with a convoy.
