It's a source book kind of like the ones for D&D, right? But based off the "a dungeon world" system? (sorry, I'm having a bit of trouble understanding it even after reading the links) Is it like an expansion book? (taking already in use/leveled chars)

That is right. It is a setting book for the Dungeon World system, which is basically "D&D without all the bullshit." I highly recommend it, the core rules are available for free: http://book.dwgazetteer.com/
